Black Rice Toner

I was not very impressed with this product. It was lightweight and felt nice on the skin but there was nothing memorable about it. It was lightly hydrating and layered well under other products....

I thought this would be as effective as the Neogen Rice Ferment Essence, and it’s not. It’s fine, and quite enjoyable to use - while it’s hydrating, it doesn’t brighten and clarify as effectively...
